At 3, the long hand means 15 minutes past. At 9, it means 45 past — or a quarter to the next hour.

For minutes, count 5, 10, 15, 20 as you go around. The short hand keeps moving slowly between the hours.

Each tiny step is one minute. Count in fives to the last hour mark, then add the extra minutes. The short hand still shows the hour it has passed.
